Do I have to insure a neighbour’s daughter as a babysitter?

If the babysitter is not older than 25 and earns less than CHF 750 per year from you, the work is considered to be a pocket money job and the person does not have to be insured.

My cleaner works for a cleaning company. Do I still have to insure her?

In this case you are a customer of the cleaning company, and the cleaner is insured via her employer (cleaning company). You therefore do not have to insure your cleaner.
